दुनिया की सबसे बड़ी ताकत क्या है? धन, सैन्य शक्ति या यात्रा करने की आज़ादी? जब यात्रा की बात आती है, तो धरती पर केवल तीन लोग ही बिना पासपोर्ट के दुनिया भर में घूम सकते हैं। जी हाँ, आपने सही पढ़ा, इन लोगों को पासपोर्ट की बिल्कुल भी ज़रूरत नहीं है! ये हैं यूनाइटेड किंगडम के राजा चार्ल्स तृतीय, जापान के सम्राट नारुहितो और महारानी मसाको।

भारत के प्रधानमंत्री नरेंद्र मोदी या अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप जैसे शक्तिशाली नेता भी राजनयिक पासपोर्ट पर निर्भर हैं, लेकिन इन तीनों शाही परिवारों को अपने विशेष शाही विशेषाधिकारों के कारण हर जगह वीज़ा-मुक्त प्रवेश मिलता है।

A similar rule exists in Japan. Emperor Naruhito and Empress Masako are ceremonial sovereigns under the Japanese Constitution. The government does not issue them passports. Instead, they travel under diplomatic protocols. For example, after Naruhito's coronation in 2019, his first trip abroad was to the UK, where he was welcomed without any paperwork.

These sovereigns can enter more than 190 countries because their nations have bilateral agreements. However, their travels are not for personal vacations. They go abroad only for official visits, ceremonies, or diplomatic purposes.

While some sources mention that the UN Secretary-General uses a special document called a laissez-passer for international travel, it's still considered a passport substitute, not true passport-free access.

The real privilege of travelling without a passport belongs only to royal families like those of the UK and Japan.

What rule does India apply?

In India, the rules are quite different. President Droupadi Murmu holds a diplomatic passport, but she still needs a visa for international travel. Even Prime Minister Narendra Modi, during his more than 100 foreign trips, has always gone through the required paperwork and visa procedures.

However, royal families abroad follow a separate system. In Japan, all official trips of the Emperor are managed by the Japanese Foreign Ministry, and the host country takes care of the diplomatic protocol. In the United Kingdom, it's the Foreign Office that plans and organizes the King's visits.

There is already talk about Emperor Naruhito's possible visit to India in 2025, and, as per tradition, he would arrive without a passport.

Travel experts say such special rules strengthen global diplomacy, but for ordinary people, travelling without a passport remains just a dream.
